Target Organisation Hierarchy — Who We Are Approaching and Why

The campaign is structured around five tiers of influence. Tier 1 organisations have the direct authority to act. Each subsequent tier applies pressure on those above it. Every contact made at Tier 4 creates political noise that forces Tier 1 to respond.

Tier 1 — Direct Decision Authority

These have the power to act unilaterally. Contact first.

  • Executive Office of the President — White House Office of Science and Technology Policy (OSTP)
  • Federal Regulatory Bodies — EPA Office of Noise Abatement and Control, FERC, BOEM (offshore)
  • Congressional Committees — Senate Environment & Public Works, House Energy & Commerce, House Natural Resources
  • State Governors — prioritising states with active complaints: Texas, Iowa, Illinois, Indiana, Ohio, Wisconsin, Minnesota
  • State Energy Regulatory Commissions

Tier 2 — Institutional Amplifiers

Cannot act directly but can force Tier 1 to act.

  • Investigative Media — ProPublica, The Intercept, Reuters Investigates, AP Investigations, CBS 60 Minutes, PBS Frontline
  • Political Media — Fox News Investigates, Newsmax, One America News, Breitbart
  • Scientific Press — Science, Nature, New Scientist, Scientific American
  • Legal Advocacy — Pacific Legal Foundation, Cause of Action Institute, American Legal Defense Fund
  • Congressional Research Service — non-partisan, briefs all Congressional committees

Tier 3 — Scientific and Professional Credibility

Peer review, professional endorsement, and technical validation.

  • Acoustical Societies — Acoustical Society of America, Institute of Acoustics (UK), Australian Acoustical Society
  • Engineering Bodies — American Society of Civil Engineers, Society of Automotive Engineers, IEEE
  • Seismological Societies — Seismological Society of America, American Geophysical Union
  • Medical and Health Research — National Institute of Environmental Health Sciences, WHO Environmental Noise Unit
  • University Research Groups — Washington University (Salt/Kaltenbach inner ear research), MIT acoustics, Stanford Civil Engineering

Tier 4 — Community and Advocacy Networks

Volume, local pressure, and direct affected population.

  • Wind Turbine Action Groups — Waubra Foundation (Australia), Society for Wind Vigilance (Canada), Wind Concerns Ontario, Stop These Things
  • Noise Abatement Societies — Noise Abatement Society (UK), Noise Free America, International Institute of Noise Control Engineering
  • Environmental Health Groups — National Environmental Health Association, Environmental Health Trust
  • Rural and Agricultural Organisations — American Farm Bureau Federation, National Farmers Union, state farm bureaux
  • Property Rights Organisations — American Property Rights Alliance, National Association of Realtors

Tier 5 — International Jurisdiction

Secondary targets — builds global credibility and pressure.

  • International Regulatory Bodies — European Environment Agency, WHO Europe
  • International Action Groups — European Platform Against Windfarms (EPAW), Stop Wind Turbines (NZ)
  • International Media — BBC Panorama, Channel 4 Dispatches, Der Spiegel, Le Monde Investigations
  • International Scientific Bodies — International Commission on Biological Effects of Noise, Inter-Noise Congress
Donations to Fund A — Media & Legal Campaign directly fund outreach across all five tiers. Every contact made at Tier 4 creates pressure that forces Tier 1 to respond.

Campaign Launch — Two Funds Now Open

The WardScope® wind turbine campaign is now formally open. Following the completion of the technical white paper and the open letter to President Trump, we are launching two donation funds to drive the next phase of the campaign.

Fund A — Media and Legal Campaign covers distribution of the white paper and open letter to investigative journalists, documentary makers, Congressional representatives, and federal regulatory review bodies. The evidence exists. Getting it in front of people with the authority to act is the next step.

Fund B — Apple iOS and macOS Development covers the cost of porting WardScope® to iPhone, iPad, and Mac. The Android and Windows versions are live. Fifty-five percent of the American smartphone market currently has no access to WardScope® Mobile. That changes when the iOS version ships.

Fund Status — May 2026

Technical White Paper Published

The white paper — Wind Turbine Ground-Borne Vibration: Why A-Weighted Airborne Standards Fail to Detect the Dominant Harm Mechanism — is now published and available for free download.

The paper documents the complete ground-borne vibration transmission pathway from turbine foundation to residential building, explains why A-weighted airborne measurement cannot detect this mechanism, and presents a scientifically defensible alternative assessment framework. All scientific claims were independently reviewed by both Grok and Claude AI, with supporting peer-reviewed citations.

The paper is peer-reviewable, freely distributable, and has been submitted to wind turbine action groups in ten countries. It is available in full on the White Paper page and as a Word document download.

The physics described in this paper is taught in every entry-level physics course and demonstrated in every undergraduate laboratory. It has been absent from wind turbine noise regulation for thirty years.

Open Letter to President Trump — Published

The open letter to President Trump is now published in full on the website and available for download. The letter presents the case that wind turbine noise regulation was deliberately constructed to prevent detection of the dominant harm mechanism — and calls for four specific federal actions including a Design of Experiments review using Six Sigma methodology.

The letter includes the Delta Smelt comparison, the Save the Whale regulatory double standard, the full five-feature logical proof of regulatory design, and a complete Design of Experiments appendix co-developed with Grok AI.

The letter is being distributed to wind turbine action groups, noise abatement organisations, and community groups across the United States and internationally. If you represent such an organisation and would like to co-sign, contact resonancesensor@gmail.com.

Why Apple Matters — 55% of America Has No Access

WardScope® Mobile is live on Google Play. An affected family with an Android phone can download it today for $9.99 and begin producing GPS-stamped, time-stamped spectrum evidence immediately.

An affected family with an iPhone cannot. Apple iOS represents 55% of the US smartphone market. Until WardScope® is available on iOS, more than half of affected American families have no access to affordable diagnostic measurement.

The development path is Flutter — the same framework used for the Android version. Grok's independent cost estimate for full Apple platform coverage is $85,000 to $135,000, covering both iOS Mobile and macOS Desktop equivalents, sold at the same price as the existing versions ($9.99 Mobile, $99.99 Full Suite).

Every dollar donated to Fund B goes directly toward this development. No overhead. No administration fees. Development begins when sufficient funding is confirmed.
